In this context, eight "Geep's" are pulling a single cabin car in what appears to be a combined power move/caboose hop on its way to Altoona in the late afternoon hours of a frigid Winter's day.

Revised Caption: "En route to Tyrone [via the Bald Eagle Branch] early in the morning of May 31, 1893, the Walter L. Main Circus train 'lost its brakes' and wrecked." Note the elephants at the left side of the photo ~ but the lions and tigers that escaped roamed the nearby woods until they were recaptured!
